I'm working in Dreamweaver MX2004, and it is really easy to work in the Design workspace and in layout stile.
So if you want to try ,just go to the layout tab and then on layout mode ,shortcut is Ctrl+F6.
Then you just draw layout Tabels or cells for whatever you need.

Then by all means use an editor like Dreamweaver. It really speeds up things, especially if you don't know HTML markup so well!
You also have the option of using templates. The fine thing is you get some nice graphics that may really enhance the look of your site - if you get a good template.
