Whereas I believe that programming a website is when you litterally write the html, php, asp, jsp.
My thoughts and may not reflect others opions"

Website programming is the PHP, ASP, Perl/CGI, etc. aspect of making a website. It includes making your databases (e.g. for forums), and creating dynamic content (e.g. hit counters, who's online, news/news comments, download counters, forms, etc.).
Web design handles the layout/graphical aspect areas of the website. Web programming (often called web development) handles the dynamic aspect of the website."

most websites now have business logic, grafted with design, and programming added for custom features."

like in animation, the artist draws the pics, but does not string them together....."
