Secondly i am pretty new to webmastering and would suggest for a simple html page use a wysiwyg program(like dreamweaver as suggested by ghippleh there are some free ones too i just dont remember any offhand)to design your html. Html is a real easy language to learn and most wysiwyg programs you dont even have to know html unless you want to really tweak out your page.
If this is some sort of interactive or dynamic page you might consider looking into what your server allows(ex cgi, php, java). if it allows php i would definitely try learning that:) but thats just because i just love php and feel for a beginner it is powerful and the learning curve isnt that steep.
Do you already run a site? if so sometimes they come with html editors or site builders that i guess could be easy to use.
Also like i said im new so take my words lightly but what exactly do you mean by layout? just the way you want your page to look, what you want it to do
Anyway i think if you could be more specific people here could help you at least in pointing you in the right direction.
